Highway stop leads to impaired charge for area man

POWASSAN - On Feb. 14, 2018, at approximately 8:47 p.m., officers from the Powassan Detachment of the Ontario Provincial Police (OPP) stopped a vehicle for speeding on Highway 11 in the Municipality of Powassan, Ontario.  

After speaking to the driver, officers detected an odour of alcohol on his breath. The driver was arrested and transported to the North Bay OPP Detachment for breath tests. The tests revealed that he had over the legal limit of alcohol in his blood.

As a result of the police investigation, Richard McQuarrie, age 21, of Oro-Medonte Township, Ontario, has been charged with:

  • Driving While Ability Impaired by Alcohol contrary to section 253(1)(a) of the Criminal Code (CC),
  • Driving with More Than 80 mg of Alcohol in Blood contrary to section 253(1)(b) of the CC,
  • Speeding contrary to section 128 of the Highway Traffic Act (HTA), and
  • Driving Motor Vehicle with Liquor Readily Available contrary to section 32(1) of the Liquor Licence Act (LLA). 

The accused was issued a 90-day Automatic Drivers Licence Suspension (ADLS), and the vehicle was impounded for 7 days. 

He was released on a Promise to Appear (PTA) and Part III Summons and is scheduled to appear at the Ontario Court of Justice in North Bay, Ontario, on Mar. 6, 2018.
