Proposed Zoning By-Law Amendment Short-Term Accommodation Notice of Public Meeting

Take Notice that the Council of the Town of Collingwood will hold a public meeting on Monday, May 22, 2024, on or about 2:00 p.m.

Any members of the public may attend in person (Council Chambers, 97 Hurontario Street, Collingwood) or virtually by Zoom webinar to consider a proposed Zoning By-law Amendment under Section 34 of the Planning Act. 

The public meeting will take place during the regular Council meeting. For those attending virtually, a link to the webinar will be included on the May 22, 2024 Council meeting agenda, which is located here collingwood.civicweb.net/portal/. The proposed Town-initiated Zoning By-law Amendment would apply Town-wide, therefore no key map is provided with this notice. 

Purpose and Effect of the proposed Zoning By-law Amendment is to support the implementation of the Town’s Short-Term Accommodation Licensing Program by: 

  • Amending the definition of “Short-Term Accommodation” to clarify that Short-Term Accommodation is considered a type of Home Occupation, and that a Bed and Breakfast is considered a type of Short-Term Accommodation;
  • Replacing zoning regulation for a “Bed and Breakfast” use with zoning regulation for “Short-Term Accommodation”;
  • Permitting up to two Home Occupations per lot, including a maximum of one Short-Term Accommodation; and
  • Specifying parking requirements for a Home Occupation that is a Short-Term Accommodation.

PLEASE NOTE that this Zoning By-law Amendment is intended to replace the zoning requirements for Bed and Breakfasts, while supporting the introduction of other types of Short-Term Accommodation at a later date, subject to Council’s approval of an updated Short-Term Accommodation Licensing By-law for Phase 2. For clarity, only Class A – Guest Room Licenses for Bed and Breakfasts are currently available for application under Phase 1 of the Short-Term Accommodation Licensing Program. For the proposed Zoning By-law Amendment to become effective, the Town’s adopted Official Plan (2023) must be in effect, which will require approval by the County of Simcoe, with no appeals. 

In order for the Town to permit other types of Short-Term Accommodation, other than a Bed and Breakfast, Council will need to approve the implementation of Phase 2 of the Short-Term Accommodation Licensing Program. For more information, please review Staff Report C2023-24.  

Agency comments are requested no later than May 17, 2024.

Any person may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Zoning By-law Amendment. 

If a person or public body would otherwise have the ability to appeal the decision of Council of the Town of Collingwood to the Ontario Land Tribunal, but the person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Collingwood before the by-law is passed, the person or public body is not entitled to appeal the decision. 

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Collingwood before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
